Who Is in the Article V Debate

This fact sheet describes a research collection of 1,655 records of the people, organizations, official bodies, events and lawsuits involved in campaigns for and against a convention to propose constitutional amendments under Article V. Each finding is a count from the collection, followed by the chart that shows it.

What these counts cannot tell you. They count entries in one research collection, not members of a movement, and they do not measure public support or either side's strength. Coverage varies with where research reached and what each state puts online. Positions are assigned by the researchers from each record's own statements, votes, sponsorship or testimony; they are not self-descriptions, and some describe statements made years ago. Some records lack dates, positions or other details.

Overview

The collection lists 1,655 people, organizations, official bodies, events and lawsuits connected to campaigns for and against an Article V convention, from 1788 to 2026. Records of people mostly support a convention (591 of 1,003); records of organizations mostly oppose one (170 of 259). Supporters cluster around specific amendments, chiefly a balanced budget and congressional term limits, organized by campaigns such as Convention of States and U.S. Term Limits. Opponents, led in the record by Common Cause, mostly object to calling any convention. Most recorded activity began after 2010, and 14 states have enacted laws on how their convention delegates would be chosen and instructed. These are counts of records in one research collection: they show who appears and how often, not how large either side is.

Who is in the collection

Of the 1,655 records, 754 are of people or groups that support a convention and 409 of ones that oppose it.

A record is one entry in the collection: a legislator, an advocacy group, a state legislature, a hearing, a lawsuit. These are counts of records, not of supporters, and they do not measure the size or strength of either side. Supporters split into 529 records for a convention limited to particular subjects and 225 where no limit is stated. Another 166 records are private individuals, such as volunteers, witnesses and registered lobbyists, whose positions are not shown.

Most people in the collection support a convention (591 of 1,003); most organizations oppose one (170 of 259).

The two sides show up differently in the record. 78% of supporting records are people, mostly legislators and campaign staff. Opposing records are more evenly split: 46% are people, and most of the rest are organizations such as advocacy groups, unions and civil-liberties groups.

State legislators are the largest group of people: 546 records, 409 of them supporting a convention and 104 opposing.

Legislators enter the collection through bills: 265 people's recorded titles include the word “sponsor”, mostly of convention applications or rescissions. Private individuals such as registered lobbyists are counted, but their positions are not shown.

A handful of campaigners appear across many states. Mark Meckler appears in records from 11 states; 19 people appear in 3 or more.

States are counted from each person's home state and the state legislatures, lobbyist registries and other state-government sites their record cites. A record cites only part of someone's activity, so these are minimum counts. Only public figures are named.

What each side wants

Balanced-budget amendments are the most common subject (569 records), followed by term limits (475).

A record can concern several subjects, so the bars add up to more than the number of records. “Open convention” marks records about a convention with no limit on its subject (sometimes called plenary). “Any convention” marks records that address every possible convention, usually opponents objecting to the idea itself.

Records about balanced-budget, term-limits and federal-power amendments mostly support a convention; records about a convention on any subject mostly oppose one.

Term limits: 385 records support a convention and 46 oppose. Balanced budget: 392 and 102. All 196 records addressing any convention oppose one, as do 137 of 191 records about an open convention. Supporters tend to campaign for a particular amendment; opponents tend to object to calling a convention at all.

14 states have enacted a law or resolution setting rules for their convention delegates, beginning with Indiana in 2013.

These laws say how a state's delegates to a convention would be chosen and instructed, and some penalize delegates who exceed their instructions. They do not apply for a convention. Bills that passed only one chamber are not counted.

Funders are recorded only where a tax filing or report shows a grant to an Article V group. Grants for general operations are not counted as support for a convention. Most opposition work is paid for from organizations' general budgets, which filings do not break out.

Method

How the collection was built. AI research agents gathered records in topic batches (national campaigns, opposition, every state's legislature, official bodies, scholarship, historical campaigns, money and lobbying, and the printed program of the October 2026 Harvard Law School conference “V the People”), merged duplicates, and logged every change against a quoted source.

How it was checked. A sourcing pass checked 17,809 specific claims (names, roles, dates, numbers, bills, votes and quotes) against their cited pages: 94% are supported by a page that was loaded, up from about 83%. Unsupported details were sourced or removed. Two earlier audits, one by an outside AI, checked random samples and their findings were corrected; neither gives an error rate for the whole collection.

Privacy. Private individuals, such as volunteers, witnesses and registered lobbyists, are listed by name, role and source only. Their positions are not shown on this page or counted in it. 4 records are withheld.
